These parking rules and regulations are in effect throughout the year, including holidays and all University recesses and intercessions.
Unless otherwise posted, the speed limit on all campus roadways is 20 mph. Sidewalks and service drives are restricted to emergency and maintenance vehicles in the performance of their official duties. Any other vehicle being operated on a sidewalk or service drive must have prior permission granted by the New York State University Police.
A complete list of campus rules and regulations consistent with the Vehicle and Traffic Law relating to parking, vehicular and pedestrian traffic, and safety is on file with the Secretary of State, the office of the clerk of the Town of Vestal and the office of the University’s Director of University Police. The list may be reviewed within the normal hours of these offices.
Anyone parking on campus starting at 12:01 a.m. Monday through 5 p.m. Friday must display a valid parking hangtag, parking decal or be parked in a paid parking space. After 5 p.m. on Friday until 11:59 p.m. Sunday, no parking permit is needed to park in a valid parking space, though paid spaces are still in effect. See 'Visitors' below for more information on short-term parking options.
Faculty and staff represented by a bargaining unit must display a valid University registration decal on their vehicle when it is parked on campus. All other faculty and staff must display a valid University parking hangtag. Faculty and staff must register vehicles driven on campus within 48 hours of their acquisition.
All students are required to register their vehicles with Parking Services at the time of academic registration or within 48 hours of acquiring the vehicle. Resident students who move off campus must still register with Parking Services and obtain the appropriate University parking permit.
Parking Services customers may only register vehicles belonging to them or to a member of their immediate family.
Registration of a vehicle with Parking Services is not a parking permit and carries no parking privileges. Vehicle registration merely enables Parking Services to identify and, if necessary, contact the operator.
THE VEHICLE REGISTRATION IS REQUIRED BY EVERYONE AT TIME OF PERMIT PURCHASE OR CAMPUS REGISTRATION (FACULTY, STAFF, VISITORS AND STUDENTS).
Freshmen residing in University residence halls are not permitted to register or park a vehicle on campus, including at parking meters, the Parking Garage and the Visitor's Paid Lot. First-year resident, non-transfer, matriculated freshmen must complete at least 24 academic credits at Binghamton University to register a vehicle and be issued a parking permit. *Credits earned while in high school do not count toward parking.
Freshmen who reside off campus may register a vehicle on campus and purchase a parking permit.
Requests for exceptions to this policy are to be directed to Parking Services.
Resident freshmen who park a car on campus without permission from Parking Services and upper-classmen who purchase a parking permit for a resident freshman (or attempt to do so) will be fined and/or face campus judicial action.
You may register for parking in person at Parking Services on the Ground floor of the Couper Administration Building, or at the Information Booth on Bartle Drive. Customer hours at Parking Services are 9 a.m. to 4 p.m. Monday through Friday; at the Information Booth, 7:30 a.m. to 8 p.m. Monday through Thursday and 7:30 a.m. to 3:30 p.m. Friday. At all other times, temporary parking permits may be obtained at the University Police Department, Couper Administration Building G-35.
Returning customers of Parking Services can purchase parking hangtags and decals for previously registered vehicles online at our website during the month of August and in early September.
Parking permit fees vary according to the type of permit; consult the fee schedule at Parking Services, the Information Booth or on the website. Be sure to obtain the permit best suited to your parking needs, as refunds will not be issued after seven calendar days of purchase. (Also, refunds will be processed only after available funds have been credited to any outstanding fine balances.)
Dates of validity for parking permits are: Fall: 9/1 to 1/31; Spring: 2/1 to 5/31; Summer: 6/1 to 8/31; Annual 9/1 to 8/31. Since parking spaces are limited, purchase of a parking permit does not assure a parking space.
Ownership of the parking permit is not transferable.
Parking hangtags must be hung from the rear-view mirror, with the University logo facing front. You may transfer the permit to any vehicle (except that of a resident freshman who is ineligible for parking). You’ll be held responsible for parking violations issued to any vehicle bearing your permit.
Registration decals must be permanently and entirely affixed to the outside of the left (driver's) rear-side window. Taping or other temporary adhesion is not permitted. Registration decals are not transferable from one vehicle to another. If you sell the vehicle, or if you cease to be an employee of the University, it's your responsibility to remove the registration decal.
Motorcycle parking permits and decals should be permanently and entirely affixed to the left front fork.
Students, staff and visitors who have a currently valid parking hangtag and who leave their hangtag behind may purchase a one-day replacement hangtag, available from Parking Services, the Information Booth or the University Police (after hours only) at the current daily rate.
Staff members who have a currently valid parking decal and who need to drive a different car to campus may obtain a free three-day temporary hangtag from Parking Services, the Information Booth or the University Police (after-hours only). This can be done a total of three times during the duration of your parking decal.
Temporary replacement hangtags allow you to park using the same rules as your regular parking hangtag or decal.
If you lose your hangtag and/or registration decal, or if a permit that you have ordered online is lost in the mail, you may replace it. A replacement fee will be charged. If the lost hangtag or decal is later recovered, the fee will be refunded upon return of the second hangtag or decal to Parking Services. If your hangtag and/or decal is stolen, you may receive a replacement, provided that Parking Services is furnished with proof that the theft was reported to the police agency having jurisdiction for the location of the theft offense. A replacement fee will be charged. Individuals in possession of lost or stolen parking hangtags or decals are subject to additional fines, University disciplinary action, and/or arrest.

Parking by the hour is available at the Parking Garage (overnight parking is allowed) or the Paid Visitor's Lot (snow lot; see below for details). These areas are recommended if you are uncertain how long you will be parked.
Metered parking is available at pay-and-display locations in the Administration Circle and Lots A and B, the Library Tower, Lot M5, Lot Q2 and Lot J at the Innovative Technologies Complex. After you park, proceed to the central pay station for your location. Payment must be made in advance and the pay stations will accept coins, bills and credit or debit cards. Exact change is required. After payment is made, the printed receipt must be placed on your dash in front of the driver's seat with the printed information facing up and readable from outside the vehicle. If the receipt is not present or readable, you will receive a citation.
Short-term parking (maximum 1 ½ hours) is available at traditional coin-operated meters in the following locations: Lot C near the Anderson Center Box Office and near Science 4, Lot E near the East Gym and track, Lot F near the Events Center, Lot F2 near the McGuire Building, Lot G behind the West Gym, Lot H near the tennis courts, Lot M0 near the Nature Preserve, Lot R for the TRIO office, Lot Z and at the Campus Pre-School.
To park in lots other than the Paid Visitor's Lot, the Parking Garage or at meters, visitors may purchase a temporary parking permit for the current daily rate at the Information Booth, Parking Services or University Police (24 hours).
Meters, pay stations, and paid areas are enforced 24 hours a day, every day. Parking permits (hangtags and decals) do not allow unpaid parking in these areas. Exact change is required. No change or bills returned. No refunds given. All sales are final. If one payment method is not being accepted, another must be used (for instance, if credit cards are not being accepted, you must pay by coins or bills). If the machine is out of order, you must find parking in another lot where payment can be made.
Companies with representatives serving offices or equipment on campus are expected to follow all parking regulations. Parking Services will issue special parking hangtags to service vehicles at the time of their registration. The service permit allows service vehicles to park for a maximum of two hours in specially marked State/Service spaces located in parking lots and near loading docks.
Vehicles in spaces reserved for disability parking must follow parking rules regarding University parking permits, decals and/or paid spaces.
In addition, Binghamton University's Policy and Procedure for Disability Parking requires individuals seeking to park in designated disability parking areas on campus must display a state disability parking hang tag from the vehicle's rear-view mirror or have disability parking license plates on the driven vehicle and comply with all University policies and procedures related to vehicle registration on campus. Drivers do not need to request any specific campus-based disability parking from Services for Students with Disabilities (SSD) to park in "Regular Disability Parking" spaces.
Individuals whose disabilities limit them such that the walking distance from "Regular Disability Parking" areas to building destinations is too far may apply to SSD for an "L-permit" parking authorization, providing they have a state disability parking hangtag or disability parking license plates.

The following lots are reserved only for commuter parking from 6 a.m. to 5 p.m. Monday through Friday; no overnight parking (1 to 6 a.m.) is allowed in these lots: Lot B, Lot C, Lot D, Lot E, Lot F3, Lot G, Lot J1, Lot J2, Lot L, Lot O3, Lot O4, Lot P, Lot Q1, Lot Q2, Lot R, and the UDC parking lot. In addition, Lot F3, Lot J1, and Lot J2 are for hangtag holders only (not vehicles with decals).
All commuter lots are also snow lots. See below for more information.
A number of parking areas are designated as snow lots. These lots must be clear of cars seven days a week between 1 and 6 a.m., Nov. 15 to March 30, to allow for snow removal. Vehicles parked in snow lots at these times and dates will be ticketed and/or towed. The snow lots are: All commuter lots listed above, the Library Tower, Lot A, Lot F, Lot F1, Lot F2, Lot G, Lot J, Lot K, Lot M0, M-2, M-3, M-4, Lot M-5, Lot V, Lot W (the Visitor's Paid Lot), and Lot Y2.
The following lots can be used by anyone with a valid hangtag or decal, 24 hours a day, all year round (metered spaces must still be paid): Lot E1, Lot H, Lot I, Lot M1, Lot N, Lot O1, Lot O2, Lot S1, Lot S2, Lot S3, Lot T, Lot X, Lot Y1, Lot Y3, Lot Z, Lot ZZ north and Lot ZZ south. Lots Y4 and Y5 can be used by anyone with a valid hangtag (but not with a decal), 24 hours a day, all year round.
In addition, the Parking Garage can be used by anyone who pays the hourly or daily rate, or who has purchased a current semesterly or annual Garage Pass.
Hangtag Only lots
A few lots on campus can only be used by people with a currently valid parking hangtag. Vehicles with a parking decal will be ticketed in these lots: Lot F3, Lot J1, Lot J2, Lot Y4, and Lot Y5.
All motorcycles, mopeds, motor scooters, dune buggies and motorbikes must be registered with Parking Services. Those belonging to employees represented by a bargaining unit must display a University registration decal when parked on campus; others must display a parking hangtag. Proof of vehicle registration is required.
All of these vehicles can park in regular parking spaces. Special spaces for motorcycles and mopeds are located in/on: the southwest side of the University Union facing the Engineering Building, near the loading docks of the Engineering Building and the Library, in front of the West Gym, Lot F1, Lot F2, Lot H, Lot J, Lot K, and Lot Q2.
Snowmobiles and all-terrain vehicles may not be operated on University grounds without specific permission from the University Police or Parking Services.
Vehicular living quarters may not be parked on University grounds or properties at any time without the permission of the Chief of University Police or his designee.
Disabled vehicles may not be left in roadways, parking lot aisles or other locations where they can interfere with traffic. If your vehicle becomes disabled, move it as quickly as possible to a valid parking space and immediately report the vehicle description, license plate number, location and name of the owner or operator by calling University Police at 607-777-2393. Simply leaving a note on the vehicle is not adequate notification.
Once a vehicle is in a valid parking space and is reported as disabled, University Police or Parking Services at their discretion may give the operator or owner up to 24 hours to make the necessary removal arrangements. Vehicles left more than 24 hours or not in a valid parking space may be towed.
Service roads and residence hall patio areas are strictly reserved for service vehicles. No other vehicle may be operated in these areas without prior permission from University Police at 607-777-2393. If you're granted permission to load or unload, your vehicles four-way emergency flashers must be displayed while the vehicle is in the restricted area. A 20-minute time limit, and a 5-m.p.h. speed limit on service drives, will be strictly enforced. Vehicle operators who do not seek prior permission, who do not use flashers and/or who exceed the time limit may be ticketed and/or towed.
