The Human Rights Implementation Gap

Theme Statement:
 

On February 3, 2016, Ambassador Choi Kyong-Lim, the new President of the UN Human Rights Council acknowledged that there “is a clear gap between international standards and on-the-ground practice.” Addressing this human rights implementation gap is now the first priority of the UNHRC. The goal of the conference is to explore this implementation gap from a variety of angles. Some of the questions this conference will address include:

1.)   Why are there significant gaps between the laws protecting human rights, and the protection of those rights in practice?

2.)  Are the gaps larger for some rights than others?

3.)  Have international organizations, international law, or specific policies reduced this gap (or widened it)?

4.)  How can we measure this gap? 

 
About Dr. Hou:
 
After obtaining his Bachelor's degree from National Chung Hsing University, Taiwan in 1982, Dr. Hou went on to obtain a Master's of Public Administration from the University of Mississippi in 1987. In 1993, Dr. Hou defended his dissertation entitled A Simulation Model of Political Conflict: A System Dynamics Approach.
