North Carolina Allows Officials to Refuse to Perform Gay Marriages

In June of 2015, a controversial law was passed that allowed magistrates to refuse performing a marriage without consequences. He would have to show that it went against it his religion. At a time where the topic of gay rights was extremely relevant, was this law just?
