General
The Agreement between the State of New York and United University Professions and the Policies of the Board of Trustees requires that faculty and professional staff certify their presence and report any absences, and submit such records to the University President or his/her designee for review on a monthly basis. In addition, the Office of the State Comptroller and the federal Fair Labor Standards Act requires attendance certification by supervisors for all employees. This procedure describes the method by which Binghamton University satisfies these requirements.
Faculty
Full-time and part-time faculty members with an academic year obligation will complete monthly time records, indicating any absences and certifying their presence. This record will indicate the use of any sick leave as well as the time earned and will be reviewed by their department chairperson. These records are completed through an on-line time and attendance system. Professional Staff
Full and part-time professional staff members, including professional UUP and M/C employees and librarians, will complete monthly time records, indicating any absences and certifying their presence. This record is completed using an on-line time and attendance system and will indicate the use of any sick leave, vacation leave, holiday compensatory leave as well as the time earned. These records will be the basis for validation of any financial settlement required when a faculty member or professional staff member departs the University by virtue of resignation, retirement, etc. Generally, unused vacation days are paid out to the employee after separation from State service as per the Office of State Comptroller guidelines. Questions regarding eligibility for leave credits and the preparation of leave records may be directed to the contact persons indicated at the conclusion of this procedure.
In the event that a faculty/ staff person does not complete their required time record in a timely fashion, it may be necessary to hold their paycheck until the record is completed, approved and submitted. This would be to assure that the faculty/ staff person has been present and completing their professional obligation as per University rules and policies. In addition, failure of faculty or staff to submit these time records in a timely fashion could result in the disruption of reporting valuable sick leave credit toward the payment of health insurance premiums in retirement after leaving State service.
