We provide full- and part-time programs for children between 18 months and 5 years old, both during the academic year (August through June) and during a five-week summer session (July to August). Operating hours are Monday through Friday, from 7:30 a.m. to 5:15 p.m. Additional information about holidays, vacations, and other closures can be found on our Calendar page.
Open spots are filled from our Waiting List per institutional guidelines. To enroll, a child must be 18 months old by September 1, though you may request a spot any time after birth.
Programs
Children are assigned to classrooms by age. Classrooms are small and closely follow state guidelines for student-to-teacher ratios. Developmentally appropriate curricula is carefully planned for each classroom by qualified, experienced teachers and administrative staff. All programs include breakfast, lunch and snacks, including any reasonable food accommodations requested by families.

- August tuition rates are pro-rated to reflect our start date, which typically falls halfway through the month.
- We have two off weeks during the academic year (Winter Break in December/January and Spring Break in March/April) and, rather than adjusting tuition for those months, the discount is spread across the full academic year to keep rates consistent.
- Rates for the younger classrooms (Sparrows, Chickadees, Swans and Doves) are slightly higher due to the smaller teacher-student ratios required for this age group.
- Families enrolled in part-time programs can request additional full days for their child, at a rate of $56 per day. This request must be made in advance at the Main Office, and approval is subject to staff availability and classroom space during the requested period.

- Tuition for the five-week Summer Session is paid once at the start of the session. Rates are subject to change prior to the start of Summer Session.
- Open spots in this program may be offered to students on the Waiting List who were not enrolled during the previous Academic Year; however, this does NOT guarantee a place for the upcoming Academic Year. See our Waiting List page for more information.
Tuition Assistance & Discounts
- Tuition payments made with cash, check or automatic banking withdrawal (ACH) will receive a 2.85% discount.
- Binghamton University students may be eligible for Block Grant funding. Please contact CPS-ECC administration (presch@binghamton.edu) for more details.
- Department of Social Services payments are accepted.
- Families with two or more children enrolled at CPS-ECC will receive a discount on the eldest child's tuition: 5% for families with two children, and 10% for families with three or more children.
Tuition Policies & Fees
- Tuition payments are due by close of business on the 10th of each month. If the 10th falls on a weekend, tuition is due by the end of the business day on the previous Friday.
- Payments made after the 10th of the month will have a $10 late fee. Payments made after the 25th of the month will have a $25 late fee.
- Returned checks or ACH payments will have a $35 return fee, plus any late fees for that month.
- Families who pick up their child after our daily closing time (5:15 p.m.) will be assessed a late pick-up fee ($5 for the first five minutes and $2 per minute for each additional minute)
