BINGHAMTON, NY – The Binghamton University Professional Employees Council (PEC) will recognize Stephen Gowe and Jeffrey Horowitz as this year’s Distinguished Service Award winners at the fall luncheon, scheduled at noon on Wednesday, Oct. 24 in the Mandela Room, located in the University Union, on campus.

Stephen Gowe, assistant director of operations for Physical Facilities, has provided over 11 years of service to Binghamton University, participating in a wide variety of projects and job accountabilities. Dedicated to providing the highest level of service, Gowe assists in the planning, budgeting, and management of numerous projects around campus, playing an integral role in the construction of the Memorial Courtyard and various other prominent landscaping projects. During the winter months, Gowe and his team work tirelessly to implement one of the best snow removal programs in the area. In addition, Gowe was a fundamental member of the 2006 and 2011 flood response teams.

Jeffrey Horowitz, assistant director for Residential Life, has been with Binghamton University and Residential Services for over 17 years. Recognized for continually going above and beyond the normal call of duty, Horowitz commits himself not only to the student residents that he oversees in the Dickinson Community, but also to the staff members he supervises. He is known for being a mentor, a leader, an educator, and a community member who makes it a point to dedicate his time to helping others. Within the Residential Community, Jeff helps oversee the National Residence Hall Honorary and during his personal time, he is actively involved in the Special Olympics and local soccer leagues around the community.

The Professional Employees Council (PEC) is the officially recognized organization of professional employees at Binghamton University. PEC consists of twenty-six elected members who represent the concerns and needs of our constituents via a calendar of regular meetings. As stated in its Constitution, the PEC “exists to contribute to the growth and welfare of professional employees.” Working with the other members of the University community, professionals are an integral part of Binghamton University and contribute greatly to its excellence.
