The premise of affirmative action is that unless positive actions is undertaken to overcome the effects of systemic institutional forms of exclusion and discrimination, a benign neutrality in employment practices will tend to perpetuate the status quo ante indefinitely. The University must ensure the elimination of all existing discriminatory conditions whether purposeful or inadvertent in the search process and in all procedural avenues of advancement.
