Plan Development and Maintenance

The Binghamton University Comprehensive Emergency Management Plan (CEMP) is a living document that will change according to situations and circumstances at the University. To ensure that the CEMP remains current and functional, Binghamton University shall review and update the CEMP annually as necessary following all significant incidents and exercises.

The Director of Emergency Management is the CEMP administrator and is the primary representative of the Incident Management Team (IMT). The director of emergency management is ultimately responsible for developing and maintaining the Binghamton University CEMP. The director of emergency management works together with IMT staff to ensure the plan remains current.

The Incident Management Team provides guidance on all emergency management plans, policies and procedures, including but not limited to, the Comprehensive Emergency Management Plan, Mitigation Plan (not yet developed) and Continuity of Operations Plan (COOP) (not yet developed).

To facilitate the development of plans, policies and procedures, smaller subcommittees can be formed as needed to conduct additional research and focus on developing a final product.

In addition, the CEMP will be activated at least once a year in the form of a simulated emergency exercise to provide practical experience to those having CEMP responsibilities. The plan will be updated as necessary, based upon deficiencies identified by the drills and exercises, changes in organizational structure, facilities, technological changes, etc. Approved changes will be incorporated into the CEMP and forwarded to all departments and individuals identified as having possession of the plan. The director of emergency management will be responsible for providing appropriate training to those individuals expected to participate in the implementation of the CEMP and function in the Incident Command System.

The development and continued updating of all functional annexes is the responsibility of each of the lead departments identified in each annex and in the Basic Plan section of this document. The director of emergency management will be responsible for coordinating completion of the functional annexes.

Annual Review

The director of emergency management shall indicate by his/her signature below that the CEMP annual review was performed and all significant changes have been logged in the “Record of Significant Changes.”

A copy of the most up-to-date version of the CEMP shall be provided to SUNY System Administration’s Police Commissioner no later than April 1 of each year.
