Qualifying for admission to EOP is based on two criteria: a candidate's academic preparation and the financial resources of a candidate's family. Both take into account factors that have placed some individuals at a disadvantage in terms of academic readiness for college, and a family's ability to pay.
To be eligible for admission to EOP, you must:
- Possess a high school diploma or a General Equivalency Diploma (GED)
- Be a New York state resident for 12 months prior to enrollment
- Be non-admissible under regular admission, but demonstrate potential for successful completion of a college program;
- Be in need of financial assistance with the established guidelines; and
- Apply using the SUNY or Common application

EOP Transfer Eligibility
To be eligible to transfer to EOP at Binghamton, you must have been admitted through your current college's or university's opportunity program (i.e., College Discovery, EOP, HEOP or SEEK). Interested students can submit an application through the Common or SUNY Application.
- If you currently attend a SUNY community college that doesn't offer EOP, you will need to send an email to eopadmit@binghamton.edu to find out your eligibility.
- All applicants are required to submit the EOP Transfer Verification form. You may be asked to submit financial documentation for review.
Admissions decisions are made by the Office of Undergraduate Admissions.
Foster Youth College Success Initiative (FYCSI)
The EOP at SUNY Binghamton is a partner of the Foster Youth College Success Initiative (FYCSI). Support, as well as additional funding to assist with succeeding in college is provided to students interested in this program. Foster youth can speak with their assigned EOP counselor whom they will meet by attending an EOP orientation.
Foster youth interested in utilizing the resources provided by the FYCSI can gain assistance in purchasing textbooks, housing, and/or paying their college bill by reducing or canceling loans.
Admitted foster youth are encouraged to sign up for break housing, which is available in the Newing, Dickinson, College in the Woods, and Hinman communities. Foster youth will be able to stay in break housing residence year round.
