MMR religious and medical exemptions

New York state law allows a student to request a waiver from a vaccination that is normally required by law if that student, or the parent(s) or guardian(s) of students who are younger than 18 years old, hold genuine and sincere religious beliefs that are contrary to the practice of immunization, or if there is a medical reason to avoid vaccination.

The process for requesting Measles, Mumps and Rubella (MMR) religious or medical exemptions depends upon whether or not you have paid your deposit to Binghamton University. 

Deposit paid

  • MMR medical vaccine waiver

    To submit a request for a medical exemption for the MMR vaccine requirement, have your medical provider complete the Medical Exemption Form for MMR. Go to the "Uploads" section of the patient portal, and upload the completed form using the reason "Student Health Requirements.”

  • MRR religious vaccine waiver

    To submit a request for a religious exemption for the MMR vaccine requirement, follow these steps:

    • Go to the Decker Student Health Services Center patient portal
    • Indicate you are from Binghamton University and sign in using your Binghamton username and password.
    • Go to the FORMS section of the portal.
    • Complete the MMR Vaccine Religious Exemption Form.
    • You will receive an immediate notification of the decision regarding your request. 

Deposit not paid

  • MMR medical vaccine waiver

    To submit a request for a medical exemption for the MMR vaccine requirement, have your medical provider complete the Medical Exemption Form for MMR. Send this letter to the Decker Student Health Services confidential fax at 607-777-2881  , or by USPS mail to:

    The medical director will use the e-mail address you include on the form to inform you of the outcome of your request.

    Note: Including the e-mail address indicates that you understand that e-mail is not a confidential method of communicating protected health information.

  • MMR religious vaccine waiver

    To submit a request for a religious waiver for the MMR vaccine requirement, follow these steps:

    • Complete this electronic form, attesting to your genuine and sincere religious belief(s) which prevent you from receiving one or both of these vaccines.
    • You will receive an immediate written response at the e-mail you enter into the form.  
    • This decision will be applied to your student health requirements within 5–7 working days of you submitting your deposit.

Without an approved exemption, failure to meet these requirements may result in consequences ranging from holds that block you from registering for courses to disenrollment and removal from campus.

Students who are not compliant for the health requirements will receive notices through the patient portal indicating that data is missing. You may receive these messages even after submitting immunization records, if the record is incomplete or has not been fully processed by the DSHSC medical staff.
